Economics should make Morals

The continuing disclosures about excessive salaries and bonuses for people at the top stir in us feelings for the oldest of human bloodsports: the search for a scapegoat. But they ought to lead us to think more deeply about the values of our culture as a whole.
Often, these past months, I have found myself going back to one of the most painful conversations I have had. It was with one of Kolkata's leading industrialists. He had led his company to consistent success for decades. When I met him he had retired and was near the end of his life.
He was not a religious man but he was a deeply moral one. He spoke of the principles that had guided him in business and of the salary he had drawn. It was not negligible, but it was modest. What pained him was that his successor had awarded himself a salary ten times that amount, while systematically destroying the company he had so carefully built.
I recall another conversation with a successful investment broaker an year ago. He told me that the first thing he had to establish was his character, his reputation for trustworthiness and honesty. Without that, he would have been unable to trade. Nowadays, he said, deals no longer depend on character but on lawyers.
Common to these stories is the gradual disappearance of the cluster of principles that went by the name of morality. Whatever its source - religion, conscience, custom or code - it meant that there are certain things you don't do because they are not done. You don't reward yourself when customers, clients or shareholders or employees are suffering losses. You don't pay yourself out of all proportion to what you pay others. You don't take advantage of your position just because you can. You are guided, even if no one is watching, by a sense of what is responsible and right. Without that internalised code of honour and trust, no institution can be sustained in the long run.
Somehow, between the 1960s and 1980s the idea prevailed that we could do without the moral sense. Who needed it any more? In the 1960s we thought that the State would take care of our problems. In the 1980s we thought that the market would. Self-imposed restraints were dismissed as outmoded and killjoy. Greed was good. The guy with the most toys when he dies, wins.
The result was that we began to lose our understanding of the vital distinction between the value of things and their price. The key example - at the heart of the entire financial collapse - was housing. The value of a house is that it is a home. It's a shelter, a haven, personal space in an impersonal world. For many, it's where we sustain a marriage and build a family. It's where love finds its local habitation and name.
At a point in time, some began to think of houses not as homes but as capital investments. They began to borrow more and spend more. Building societies duly obliged.
House prices kept on rising. Their attraction as investments grew, and so the cycle fed itself: ever higher prices, ever bigger mortgages, until house prices and borrowing lost all connection with average incomes and sustainability. Those who just wanted a home had no choice but to join the game, at great expense and risk. The speculators were convinced they had become richer, but in real terms they hadn't. The value of housing had changed not an iota, because value is not the same as price.
It was bound to collapse, and anyone who had thought it through, said so. The investor Warren Buffett called sub-prime mortgages “financial weapons of mass destruction” as long ago as 2002. In the collective madness, no one was listening.
After financial collapse many questions are being asked. Should there be more regulation? State ownership of financial institutions? Have we reached the end of the market economy? They are good questions, but they get nowhere near the heart of the matter.
The market economy has generated more real wealth, eliminated more poverty and liberated more human creativity than any other economic system. The fault is not with the market but with the idea that the market alone is all we need.

Markets don't guarantee equity, responsibility or integrity. They can maximise short-term gain at the cost of long-term sustainability. They don't distribute rewards fairly. They don't guarantee honesty. When it comes to flagrant self-interest, they combine the maximum temptation with the maximum opportunity. Markets need morals, and morals are not made by markets.
They are made by schools, the media, custom, tradition, religious leaders, moral role models and the influence of people. But when religion loses its voice and the media worship success, when right and wrong become relativised and morality is condemned as “judgmental”, when people lose all sense of honour and shame and there is nothing they won't do if they can get away with it, no regulation will save us. People will outwit the regulators, as they did by the securitisation of risk so no one knew who owed what to whom.
The big question is: how do we learn to be moral again? Markets were made to serve us; we were not made to serve markets. Economics needs ethics. Markets do not survive by market forces alone. They depend on respect for the people affected by our decisions. Lose that and we lose not just money and jobs but something more significant still: freedom, trust and decency, the things that have a value, not a price.

The Indian Voter

There are two kinds of voters in India: the rural voter and the urban voter. The Indian urban voter votes with his mind -- that is, he is mainly influenced by his atavism -- parents, education, background, etc -- and by what the English press says.
The rural voter -- who, it should be remembered, forms 80 per cent of the electorate -- votes with his heart, although he may be in some ways influenced by what the local language newspapers say -- which often take up blindly the opinions of the English newspapers
It is both a wonderful and terrible trait, because, since 1947, this innocence has been taken advantage by many different sorts of politicians, who have used four kinds of factors.
1. The adulation of films stars: Films stars are enormously popular in the country and are akin to demigods. Since the early Sixties, certain film stars, with no political qualification, ended up as chief ministers of the southern states -- often, with disastrous consequences, because they needed a lot of demagogy to sustain their image of demigods and had to resort to heavy subsidies -- rice at Rs 2 a kilo, free distribution of saris, rickshaws, free water for the farmers etc -- thus emptying the state coffers while they were in power. Even today some of the qualified politicians promised to provide laptops and jobs if they come to power.
Furthermore, they were often authoritarian, corrupt and did not give back to the people one inch of the adulation and respect they enjoyed (and the money they looted from them)!
Dynasty and sycophancy: Dynasty is a Western word which does not really correspond to the Indian reality. And sycophancy should rather be called the bhakti spirit which is more than 5,000-year-old spiritual tradition in India.
This extraordinary bhakti tendency of the Indian people means they tend to worship anybody who they feel has an aura about him, or her, no matter his or her personal faults, no matter if he or she is a fraud. It is a marvellous principle and it has worked for millennia. In the guru-chela relationship -- you surrender to the divinity in your human guru and attain realisation through him if your surrender is sincere.
But it does not work in politics because politicians do not even have a gram of the aspiration and realisation of gurus and they tend to cheat heavily on their bhaktas and do not deliver the goods promised. This concept of bhakti, coupled with the old maharaja tradition, has ensured respect for 'royal families,' or dynasties, such as the Nehru family, whose members did not necessarily possess the qualities to be good politicians.
The Shakti phenomenon : There is also amongst Indians of the subcontinent a very strong tradition to worship the female element of the divine, who takes up many forms: kali, laxmi, saraswati, Maheswari, etc.
It's a bit of a paradox, because Hindu women in India can also be ostracised and persecuted, but, nevertheless, have always played an important role in the history of the country: there are more women MPs in India than in France, for instance. -- if we may say so. As for Indira Gandhi, she too fell victim to that extraordinary shakti tendency of the Indian people, and became more and more isolated towards the end of her reign, bitter about losing her beloved son Sanjay, suspicious of the constant sycophantic atmosphere around her and slowly losing her sense of reality.
The Aryan myth: According to the theory of the Aryan invasion, which is still taken as the foundation stone of the history of India and which was actually devised in the 18th and 19th century by British-related linguists and archaeologists, the first inhabitants of India were good-natured, peaceful, dark-skinned shepherds, called the Dravidians, who had founded what is called the Harappan or the Indus Valley civilization.
They were supposedly remarkable builders -- witness the city of Mohen-jo-Daro in Sind, Pakistan -- but had no culture to speak off, no literature, no proper script even. Then, around 1500 BC, India is said to have been invaded by tribes called the Aryans -- white-skinned, nomadic people, who originated somewhere in western Russia and imposed upon the Dravidians the hateful caste system.
This myth divided India for ever and pitted against each other the low-caste, dark-skinned 'Dravidians' and the high-caste, light-skinned 'Aryans', a rift that still endures. The Muslim invaders, the European colonizers, the missionaries and finally the Congress, each exploited to the hilt for their own selfish purpose this artificial divide, as recent linguistic and archaeological discoveries are proving that there probably was never any Aryan invasion.
Since Nehru, all Congress leaders have been constantly elected on caste and religion basis and, lately, power-hungry politicians, particularly in Bihar, Uttar Pradesh or Kerala, have also used this schism to get to power by pitting castes and religions against each other. In Kerala, for instance, the Communists have become masters in that exercise. This obsession of the dark-skinned Dravidian -- or low-caste Indian for the 'Aryan' or white could also explain the fascination that the rural voter has for Sonia Gandhi, the White Lady. Voting with the heart is a unique quality and it is this innocence, these spontaneous tendencies of bhakti or shakti in the rural Indian, which make the greatness of India, its santana dharma -- and not the pompous, secular, left-leaning intellectual in the comfort of his flat in New Delhi or Bombay. No, what has to be changed is the system which allows power-hungry politicians to exploit this purity of heart of the rural voter.
This whole election has been a waste of time, money and energy; we know today that it needs more than a crore to be elected an MP and that this automatically eliminates the honest, the pure of heart and the sincere.
As Danielou wrote in his History of India: "... on top of the Partition tragedy, there is the other calamity of modern India -- namely, that under Nehru's leadership, it chose to turn its back on most of its ancient institutions, social and political, and adapted blindly and completely the British system, constitutional, social, political, judicial, and bureaucratic."
And as India's Great Sage, Sri Aurobindo, also reminds us: "In ancient times, there always was a strong democratic element in India, which certainly showed a certain similarity with Western parliamentary forms, but these institutions were INDIAN."
India should then go back to the wisdom and the innocence of what constitutes the base, the soul and the essence of this country: the rural masses. And, like in ancient times, but couched in modern forms, the rural voter should elect what he knows directly: the panchayat leaders of his village, town or community; in turn these leaders will elect those who will represent them in the state level and so on until the top, so that so much money and time are no more wasted on useless elections which throw-up the same old politicians.
Thus, the wisdom of India will go once more from bottom to top -- and not from top to bottom, as it does now: a huge, complex country ruled by a minority of corrupt politicians enjoying the artificial trappings of power in this arrogant, superficial and totally decentralised city that is Delhi, having forgotten that they were elected by the rural people and for the rural people.

A troublesome Future for Pak

In the late-night of march 16, 2009 President Asif Ali Zardari of Pakistan agreed on March 16, 2009, suddenly climbdown and agreed to reinstate as the Chief Justice of the Pakistan Supreme Court Iftikhar Muhammed Chaudhury who was twice removed from office by the then President Pervez Musharraf in March and November, 2007. His reinstatement will take effect after the present Pervez Musharraf-appointed Chief Justice Abdul Hameed Dogar reaches the age of superannuation on March 21, 2009. There were earlier reports that Zardari was contemplating to give Dogar an extension.The unprecedented support for Iftikhar Muhammed Chaudhury not only from the community of lawyers, but also from large sections of the people mobilized by the Pakistan Muslim League (Nawaz), has forced him to accept the demand for his reinstatement. Pressure from the Army and the US to avoid a violent street confrontation on the issue has also forced his climb-down. The events leading to this climb-down would strengthen the misgivings not only in Pakistan, but also in the US about Zardari’s leadership qualities. He brought this humiliation upon himself by his ill-advised attempts to undermine the political position of Nawaz, his brother Shahbaz Sharif and their PML (N) in Punjab. For this purpose, he allegedly manipulated a ruling by a bench of the Supreme Court consisting of judges appointed by Musharraf disqualifying Nawaz and Shahbaz from holding any elected office. The bench gave the ruling on the ground that Nawaz was a convict in a case filed against him by Musharraf after seizing power in October, 1999, and that Shahbaz was a co-accused in a case relating to the death of a person at the hands of the police when he was the Chief Minister of Punjab before the 1999 coup. Allegedly acting on the wrong advice of his cronies, Zardari tried to take advantage of the ruling to have the PML (N) removed from power in Punjab and to have an engineered coalition consisting of his Pakistan People’s Party (PPP) and the PML (Qaide Azam) created by Musharraf in 2002 to defeat the PPP and the PML (N) inducted into power. His attempts, made through Salman Tasheer, the Governor of Punjab, who is a crony of Zardari as well as Musharraf, boomeranged. The fresh agitation by the lawyers for the reinstatement of Chaudhury, the date for which had been announced by them long before the events in Punjab, might not have assumed the dimensions of a people’s revolt against Zardari but for his failed attempt to capture power for his party in the Punjab through engineered defections from the ranks of the PML (N) and back room manipulations with the complicity of some sections of the Musharraf-appointed judiciary. The last elections to the National Assembly held in February, 2008, two months after the assassination of Benazir Bhutto, surprisingly showed that the sympathy wave for her was confined to the rural constituencies of Sindh. The PPP failed to do well even in its traditional support bases in southern Punjab, largely inhabited by the Seraikis. The sympathy wave in Punjab was more for Nawaz because of the way he was sought to be humiliated by Musharraf after the coup. The PML (N) won many more seats in Punjab than the PPP. Even the Rawalpindi area, where Benazir was assassinated, voted for the PML (N). The resulting polarization between Sindh, dominated by Altaf Hussain’s Muttahida Qaumi Movement (MQM) and the PPP, and Punjab dominated by the PML (N), set in motion the train of events which ultimately led to the humiliation of Zardari. The action of Zardari in going back on his pre-election commitments made to the PML (N) in matters relating to the reinstatement of the sacked Chief Justice and abolishing, through a constitutional amendment, the powers of the President to dismiss an elected Prime Minister and dissolve the National Assembly exacerbated his personal differences with Nawaz. The people’s uprising on the issue of the reinstatement of the sacked Chief Justice and the growing discontent in his own Party over the way he sought to marginalize old Bhutto loyalists created a situation, where he found himself isolated. The erosion of whatever little support he had in his party and in the country as a whole and the growing unease in the Army and the US over the implications of his policies and actions for the stability of Pakistan and the fight against terrorism created a situation where his humiliating climb-down became inevitable. Unfortunately, Zardari is not known to be a man who learns from his mistakes. He tends to repeat them. Comments by persons close to him show that he and his cronies look upon the concessions made by him not as a climb-down, but as a tactical retreat to avoid a street confrontation, which might have triggered off an intervention by the Army. While he may have no other option but to restore the PML (N) to power in Punjab, he is likely to resist the demand of the PML (N) and others for a constitutional amendment to abolish his powers to dismiss the Prime Minister and dissolve the National Assembly. As he did in the past, he would create an impression as if he is keen to abolish these powers, but is prevented from doing so by the lack of two-thirds support for a constitutional amendment in the National Assembly. What one saw on March 16 was only the end of Act I of the political drama in Pakistan. Act II could start over the issue of the abolition of the special powers of the President. Pakistan is in for a spell of weak and manipulative leadership by a leader without much public support, but trying to survive through political manipulations. This will aggravate the already serious security vacuum in the country and give fresh oxygen to the various terrorist groups operating from the Pakistani territory. At a time when the Barack Obama administration is embarked on formulating a new strategy to end the political and security vacuum in Afghanistan, it is faced with the danger of a similar vacuum in Pakistan. If Pakistani public opinion has to have a say as to who should be its ruler, its choice will be on Nawaz Sharif. After having seen the huge mess created by Zardari within six months of taking over as the President, the Army too would prefer Nawaz despite his attempts in October, 1999, to humiliate Pervez Musharraf, his Chief of the Army Staff, by dismissing him while he was abroad and unsuccessfully trying to prevent his return. US thinking will have a say in influencing the Army’s position. Zardari has given the US a free hand in the tribal belt to attack terrorist hide-outs with its fleet of Predator aircraft. Zardari is amenable to US advice on the fight against terrorism. There have even been reports that he and Gen.Ashfaq Pervez Kiyani, his Chief of the Army Staff, have allowed the Central Intelligence Agency, to use bases of the Pakistan Air Force for launching the Predator strikes. It is very likely that if Nawaz comes to power, he may not be as amenable to US requirements as Zardari has been. On more than one occasion, Nawaz has expressed the view that the present terms of the co-operation with the US need to be reconsidered without weakening the over-all fight against Al Qaeda. Zardari owes a huge debt to the US for persuading Musharraf to issue the National Reconciliation Ordinance (NRO) under which the pending cases against him and his wife were withdrawn. Nawaz owes no such debt to the US. He is likely to be more independent and less accommodating with the US. Would the US continue to facilitate the continuance of Zardari in power because he is willing to do its bidding or will it remove itself from the way of Nawaz coming to power, realizing that a stronger and more popular ruler would help US interests strategically than a weak and unpopular ruler who could prove to be detrimental to US interests tactically as well as strategically? On the answers to this question would depend what happens under Act II of the Pakistani drama. A dark horse will be Prime Minister Gilani, who has emerged with an enhanced image from the present crisis by virtue of his having distanced himself from the decisions of Zardari relating to Punjab. If Gilani has to be built up into a more assertive ruler, the special powers of the President have to be abolished. This can be done only if the PML (N) and the Bhutto loyalists in the PPP join hands. The prospects of this happening are rather low now. Pakistani co-operation with India in the investigation of the 26/11 terrorist strikes in Mumbai and in acting against the anti-India terrorist infrastructure in Pakistani territory will be even more uncertain than it has been hitherto. More terrorism against India by groups taking advantage of the huge mess and political and security vacuum in Pakistan is a distinct danger.

हरकत उल मुजाहिदीन ने हमला कर कर्ज चुकाया है

लाहौर में मंगलवार की सुबह श्रीलंका की क्रिकेट टीम की बस पर दर्जन भर बंदूकधारियों ने हमले किये और ६ क्रिकेटरों को घायल कर दिया तथा अन्य आठ लोगों को मार दिया। इस हमले की तस्वीरें सी सी टीवी कैमरे से ली गयी हैं और इससे सरकार तथा जांच करने वालों को आतंकियों की शिनाख्‍त एवं पड़ताल में सहूलियत होगी। श्रीलंका की सरकार ने टीम का दौरा रद्द कर दिया है और टीम को तत्काल वापस बुला लिया है। बेशक यह जिम्‍मेदारी पाकिस्तान सरकार की है जिसके सदर आसिफ अली जरदारी हैं। अगर कोई सरकार अपने घर आए मेहमानों की सुरक्षा की गारंटी नहीं दे सकती तो उसे सरकार कहना गैरवाजिब होगा क्‍योंकि जब किसी देश की खेल या सांस्कृतिक टीमें किसी दूसरे देश में जाती हैं तो वे इस इत्मीनान के साथ जाती हैं कि मेजबान मुल्क में उनके जान-ओ-माल की पूरी हिफाजत उसी तरह होगी जिस तरह उनके मुल्क में। इसका सीधा मतलब यह भी निकलता है कि पाकिस्तान की हुकूमत का इकबाल दहशतगर्द पैरों तले रौंदने पर आमादा हो चुके हैं। इसका मतलब यह भी निकलता है कि पाकिस्तान में पूरा निजाम आतंकवादियों के आगे बेबस होता जा रहा है। इसके मायने ये भी हैं कि दहशतगर्द इतने ताकतवर हो चुके हैं कि उन्हें न पाकिस्तान की पुलिस की परवाह है, न फौज की और न सरकार की। यह पूरी तरह अराजकता की स्थिति है। जब पाकिस्तान के सबसे बड़े शहर लाहौर के गद्दाफी स्टेडियम में जाने को तैयार श्रीलंका की क्रिकेट टीम पर हैंड ग्रेनेड व राकेट लांचरों से हमला किया जाता है तो मतलब साफ है कि आतंकवादियों को हुकूमत के भीतर से ही कहीं शह मिल रही है। पाकिस्तान में इस वक्त चुनी हुई सरकार है। फौजी हुकूमत में रहते-रहते पाकिस्तान में जिस तरह दहशतगर्दों के अड्डे कायम हुए हैं उन्हें खत्म करने की जिम्‍मेदारी पाकिस्तानी फौज की है और यह फौज सदर जरदारी के निजाम को अंगूठा दिखा रही है। आतंकवादियों के हौसले इस आपसी खींचतान के चलते इस कदर बढ़ चुके हैं कि वे पूरे के पूरे इलाके अपने कब्‍जे में ले रहे हैं। स्वात घाटी में जिस प्रकार तालिबान के साथ पाकिस्तान की हुकूमत को समझौता करना पड़ा है वह इसी बात का सबूत है कि पाकिस्तान में चुनी हुई सरकार के समानांतर अपना शासन कायम करने की ताकत आतंकवादियों (तालिबानों) में है। श्रीलंका की टीम पर हमला केवल इसका विस्तार ही है। क्‍योंकि आतंकवादी गुटों ने यह देख लिया है कि वे इस्लामाबाद में बैठी सरकार को पूरी तरह झुका सकते हैं। इस हमले में कौन से लोग थे, इसके बारे में कुछ भी कहना अभी जल्दबाजी होगी पर लिबरेशन टाइगर्स ऑफ तमिल ईलम (लिट्टे) और हरकत उल मुजाहिदीन (पूर्ववर्ती नाम हरकत उल अंसार) के रिश्तों और 1990 के दशक में लिट्टे के जहाजों से अफगानिस्तान- पाकिस्तान क्षेत्र में हरकत के लिये हेरोइन की तस्करी में सहयोग पर एक नजर डालने से कम से कम जांच की दिशा जरूर तय हो सकती है। 1993 में भारतीय तटरक्षक बलों ने लिट्टे के एक जहाज को घेरा था। उस पर लिट्टे का एक नेता किट्टू सवार था। वह कराची से उत्‍तरी श्रीलंका के वानी जा रहा था। जब भारतीय तटरक्षक बल ने जहाज को घेर लिया तो उसमें सवार लिट्टे काडरों ने उसमें आग लगा दी और जहाज को डुबा दिया ताकि जहाज तटरक्षकों के हाथ न लगे। किट्टू तो जहाज से नहीं उतर सका पर कुछ काडर कूद गये। जिन्हें तटरक्षकों ने पकड़ लिया और उनसे पूछताछ की। पूछताछ से पता चला कि उस जहाज में हथियार लदे थे। उन हथियारों को आई एस आई तथा पाक नौसेना के अफसरों की मौजूदगी में हरकत के लोगों ने लादा था। 1994 में जांच में पता चला कि लिट्टे अपने जहाजों में हरकत के लिये हथियार और ड्रग्स की तस्करी करता था। हथियार दक्षिणी फिलीपींस के आतंकियों के लिये भेजा जाता था। लिट्टे की इस सहायता के बदले हरकत और आई एस आई ने लिट्टे को कुछ विमान भेदी तोपें , उनके गोले और जमीन से हवा में मार करने वाली मिसाइलें दी थीं। 9/ 11 तक यह चलता रहा पर इसके बाद अल कायदा तथा हरकत की गतिविधियों पर नजर रखने के लिये जब नाटो के जलपोत पाकिस्तान के चारों तरफ तैनात हो गये तो तस्करी का जाल टूट गया। लेकिन दक्षिणी फिलीपींस, म्‍यांमार की आराकान पहाडि़यों तथा दक्षिणी थाईलैंड में हरकत और अल कायदा की मौजूदगी बनी रही। इस बात से इनकार नहीं किया जा सकता कि हिंदू और ईसाई पृष्ठभूमि वाले लिट्टे तथा हरकत में सांठगांठ कायम है। हालांकि लिट्टे मुस्लिम विरोधी है पर राजीव गांधी की हत्या के बाद दोनों के रिश्ते गाढ़े होते गये। हो सकता है कि हरकत या इंटरनेशनल मुस्लिम फ्रन्‍ट के किसी अन्य घटक दल ने पुरानी दोस्ती का कर्ज चुकाने के लिये यह हमला किया हो। यह जांच की एक संभावित दिशा हो सकती है।

पाकिस्तान के लाहौर में मंगलवार की सुबह श्रीलंकाई क्रिकेट टीम पर हथियारों से लैस 12 आतंकियों ने हमला कर दिया। इस हमले में 6 खिलाड़ी घायल हुए और इतने ही पुलिस वाले खेत रहे। हमलावर गोलियां चलाते हुए निकल भागे। खिलाड़ी खतरे से बाहर बताये जाते हैं। उन्हें लाहौर से दूर सुरक्षित स्थान पर पहुंचा दिया गया है। क्रिकेट पर यह पहला आतंकवादी हमला है और वह भी उस सूरत में जब पाकिस्तान ने खिलाडि़यों की हिफाजत का पक्का आश्वासन दिया था। इस आलेख के लिखे जाने तक किसी भी आतंकी गुट ने हमले की जिम्‍मेदारी नहीं स्वीकारी है, लेकिन लाहौर के पुलिस कमिश्नर ने संदेह जाहिर किया है कि इस हमले में भारत का हाथ हो सकता है। कमिश्नर ने यह स्थापित करने की कोशिश की है कि ये हमले मुम्‍बई हमलों के समान ही थे।क्‍योंकि हमलावरों ने वैसे ही थैले पीठ पर लटका रखे थे और एके 47 रायफलों से धुआंधार फायरिंग कर रहे थे। उनके हमले के ढंग से ऐसा लग रहा था कि वे काफी टेंरड थे, लेकिन पुलिस कमिश्नर तोहमत लगाने के चक्कर में दो बातें भूल गये कि अपराध में सबसे महत्वपूर्ण स्थान और समय होता है क्‍योंकि उसी के समन्वय से बनता है 'एलिमेंट ऑफ सरप्राइज।' अपराध की कामयाबी इसी पर निर्भर करती है। लाहौर हमले में लक्ष्य की निशानदेही से लेकर एक्‍शन तक कहीं भी 'एलिमेंट ऑफ सरप्राइज' नहीं दिखता बल्कि सारा कुछ एक सधी हुई तैयारी की तरह है। हमलावरों के निशाने पर कोई क्रिकेटर नहीं आता है। वे बस पर गोलियां चलाते हैं। भरा हुआ स्टेडियम और पूरी सुरक्षा व्यवस्था को भेद कर 12 हथियार बंद नौजवान रिक्‍शे पर आते हैं , सुरक्षा व्यूह को भेद कर गोलियां चलाते हैं और फरार हो जाते हैं। निशाने पर कोई नहीं था। जो लोग घायल हुए हैं उन्हें गोलियां नहीं लगी हैं बल्कि छर्रे लगे हैं या किरचें लगी हैं। जो मरे हैं वे क्रिकेट से जुड़े नहीं थे। खैर अभी निश्चित तौर पर कुछ भी कह पाना मुमकिन नहीं है, क्‍योंकि घटना के बारे में बहुत कम विवरण मिल रहे हैं और जो मिल रहे हैं वे भी कुछ ऐसे ही हैं जैसे लाहौर के पुलिस कमिश्नर ने दिये। यह अभी मालूम नहीं हो सका है कि आश्वासन के बावजूद खिलाडि़यों को कितनी सुरक्षा दी गयी थी और सड़क पर कितना 'बफर जोन' था। हां एक बात साफ दिखती है कि यह हमला श्रीलंका पर नहीं बल्कि इसका निशाना भारत था, क्‍योंकि घायल 6 खिलाडि़यों में से 4 आई पी एल में खेलने वाले थे। वैसे यह हमला एक 'हाई प्रोफाइल' समूह पर किया गया था और आई पी एल में नहीं खेलने के लिए चेतावनी देने का उद्देश्य कितना था अथवा नहीं यह विश्लेषण का विषय है।खेल पर सियासत अच्छी बात नहीं है। हां एक बात तो तय है कि यह हमला पाकिस्तान के खिलाफ था। समन्वित दृष्टि से देखें तो एक तथ्य और उभर कर आता है कि यह हमला पाकिस्तानी सुरक्षा में बिखराव का लक्षण है। राष्ट्रपति जरदारी के फैसलों के खिलाफ दंगे हो रहे हैं और उनका भी केन्‍द्र लाहौर ही है। जरदारी के बारे में एक आम कहावत है कि 'वे लाभ के लिये कुछ भी कर सकते हैं।' जरदारी की गतिविधियों से तो ऐसा लगता है कि उन्हें न सियासत का ज्ञान है और ना पाकिस्तान के संविधान का और न उन्हें यह मालूम है कि 17 करोड़ की आबादी वाले उस देश में कैसे शांति होगी। उन्हें लोकतंत्र का अर्थ मालूम नहीं है पर गुमान जरूर है कि वे इसके पहरुआ हैं। जरदारी सारे अधिकार अपने हाथों में रखना चाहते हैं यह ठीक वैसी ही कोशिश है जैसी जनरल मुशर्रफ ने की थी। शरीफ को चुनाव लड़ने से रोकना और लाहौर में क्रिकेटरों पर फायरिंग अपने आप में एक समीकरण है। यह पाकिस्तानी फौज और आई एस आई में असंतोष का संकेत भी है। पाकिस्तानी फौज में अधिकांश लोग पंजाब से हैं यहां तक कि जनरल कियानी भी वहीं के हैं। बेशक नवाज शरीफ को फौज नापसंद करती है पर पंजाबी होने के नाते उनसे एक सहानुभूति तो है ही। दूसरे कि कट्टरपंथी गुटों में पंजाबियों का वर्चस्व है। जरदारी की पाकिस्तान पीपल्स पार्टी थोड़ी वामपंथी विचारधारा की है और सिंधी के रूप में उसकी शिनाख्‍त है। हो सकता है कि क्रिकेट टीम पर नाप तौल कर हमला पाकिस्तान में अराजक स्थिति की शुरुआत का बिगुल हो और सैनिकों द्वारा तख्‍ता पलट की ओर पहला कदम।

बं‍गलादेश में अपशकुन

बंगलादेश रायफल्स के बागी जवानों ने अपने मुख्‍यालय में तैनात फौजी अफसरों का बड़े पैमाने पर कत्ल किया है। शनिवार को तीन सामूहिक कब्रें मिलने के बाद दुनिया के हर आदमी का मन बागियों के प्रति घृणा से भर गया। बी डी आर के जवानों की यह बगावत प्रधानमंत्री हसीना वाजेद के लिए अपशकुन की तरह है। फिलहाल तो दयनीय कार्य, शर्तें और अन्य मांगों से जुड़ा यह विद्रोह राजनीतिक नेतृत्व को अपना निशाना नहीं बना रहा है। इनके निशाने पर अभी मुख्‍यालय में तैनात फौजी अफसर ही हैं। बीडीआर के वरिष्ठ अफसर दरअसल फौज से प्रतिनियुक्ति पर आये हैं और उनके वेतन और भत्‍ते वही हैं जो फौज में लागू हैं न कि वे हैं जो बी डी आर में लागू हैं। अब जिन बी डी आर अफसरों की सीधे उच्च पदों पर बहाली हुई है उनका मानना है कि ये फौजी अफसर उनके साथ सौतेला व्यवहार कर रहे हैं। विद्रोह जिस तरह भड़का और फैला उसने राजनीतिक नेतृत्व और फौजी तंत्र को हक्का बक्का कर दिया। यह पूरा ऑपरेशन बड़े ही सुनियोजित ढंग से हुआ। इसने बंगलादेश की खुफिया एजेंसियों को सकते में डाल दिया। सच तो यह है कि बी डी आर के कनिष्ठ अफसर इतनी बड़ी योजना बना सके और उसे सफलतापूर्वक लागू कर सके तथा किसी को कानोंकान खबर ना हो सकी। यहां तक कि इस घटना ने एकदम ग्रासरूट स्तर के राजनीतिक अफसरों तक को आश्चर्य में डाल दिया। यह विद्रोह जितनी सफाई और सुनियोजित ढंग से हुआ उससे एक बुनियादी सवाल उठता है कि 'क्‍या यह आंदोलन केवल खाद्य और वर्तमान सेवा शर्तों के लिए किया गया था।' नहीं, ऐसा बिल्कुल नहीं क्‍योंकि बी डी आर में अधिकांश जवानों में वही लोग शामिल हैं जो बेरोजगारी और अपमान सहने वाले गरीब बैकग्राउंड के हैं। ये ऐसी मामूली मांगों के लिए ऐसे आंदोलन नहीं करेंगे। बंगलादेश में पिछले दिनों हुए चुनावों में जिस प्रकार शेख हसीना वाजेद की पार्टी को जबर्दस्त समर्थन मिला है उससे इस देश की कठमुल्लापंथी और रूढीवादी ताकतों के हौसले पस्त हो चुके हैं। ये ताकतें इस देश में स्वच्छंद और उदार लोकतांत्रिक ताकतों के खिलाफ हैं। बंगलादेश अपनी आजादी के बाद से जिस तरह सैनिक शासन के अन्तर्गत आया था वह भी स्वयं में कम हैरतंगेज घटना नहीं थी, क्‍योंकि पूर्‌व में शेख मुजीबुर्रहमान के पूरे परिवार की नृशंस हत्या कर दी गयी थी। केवल शेख हसीना ही बच पायी थीं, मगर बंगलादेश में सन्‌ ७१ में इसके पाकिस्तानी जबड़ों से बाहर होने के बावजूद यहां तैनात बहुत से पाकिस्तानी सैनिकों और अफसरों ने खुद को बंगलादेश की नवनिर्मित सेना में ऊचे ओहदों पर बैठा लिया था। बेशक ये सैनिक अफसर बंगाली ही थे मगर इनके दिलो-दिमाग में पुराने पाकिस्तान के फौजी निजाम के नक्‍शे जमे हुए थे। यही वजह है कि बंगलादेश में बीच-बीच में जनरल जियाउर्रहमान की बेवा बेगम खालिदा जिया की पार्टी भी हुकूमत संभालती रही है। जनरल जियाउर्रहमान ने बंगलादेश पर कई साल तक फौजी हुकूमत रखी थी। बंगलादेश राइफल्स के मौजूदा विद्रोह को हमें इसी रोशनी में देखना होगा। इसमें केवल इस अर्द्धसैनिक बल के सिपाहियों का वेतन और अन्य तरक्की की सुविधाओं आदि को लेकर विवाद ही नहीं छिपा हुआ है बल्कि बंगलादेश की पराजित कठमुल्ला ताकतों की हताशा भी छिपी हुई है। हालांकि इसका समाधान भी इस देश की प्रधानमंत्री शेख हसीना ने तुरत-फुरत निकाल लिया है और बंगलादेश राइफल्स के जवानों की मांगों को स्वीकार कर लिया है, मगर यह सवाल अभी तक जिन्दा है कि क्‍या कठमुल्ला ताकतें ऐसे और प्रयास नहीं करेंगी। इन ताकतों को बंगलादेश व भारत के बीच की दोस्ती सहन नहीं होती है। यही वजह है कि इस देश में पिछले प्रशासनों के दौरान हूजी जैसे आतंकवादी संगठन मजबूत हुए। इस देश में अगर पाकिस्तान की आईएसआई अपनी मदद से ऐसे संगठनों को पनपाती रही है तो इसका मतलब यही निकलता है कि बंगलादेश में कठमुल्ला ताकतें स‍क्ता पर काबिज होने के लिए आतंकवाद का सहारा लेने से भी परहेज नहीं करती हैं, मगर ऐसी ताकतों को बंगलादेश की जनता ने पूरी तरह नकार दिया है और इसकी बागडोर शेख हसीना के हाथ में दी है जो लोकतंत्र की सबसे बड़ी सिपाही मानी जाती हैं। शेख हसीना ने जिस प्रकार आतंकवाद के खिलाफ अपने देश में अभियान छेड़ा है और भारत को यह आश्वासन दिया है कि उनके देश में किसी भी आतंकवादी संगठन को पनपने नहीं दिया जाएगा और इस मोर्चे पर वह भारत के साथ कंधे से कंधा मिलाकर काम करेगी उससे भी कठमुल्लापंथियों के हौसले पस्त हुए हैं। शेख हसीना ने तो पूरे दक्षेस देशों का एक संयुक्त आतंकवाद विरोधी सुरक्षा बल तक बनाने का सुझाव दिया था। यह पाकिस्तान की हुकूमत को परेशान करने के लिए काफी है क्‍योंकि बंगलादेश भी घोषित रूप से एक इस्लामी मुल्क है मगर यह मूल रूप से बंगला संस्कृति का ध्वज वाहक है। इस देश के लोगों की वेषभूषा से लेकर रहन-सहन और खान-पान पूरी तरह बंगाली है। पाकिस्तान से यह कभी बर्दाश्त नहीं हुआ है और उसकी हरचंद कोशिश रही है कि बंगलादेश में कट्टरपंथ को फुसलाकर भारतीयों और बंगलादेशियों में मनमुटाव बढ़ाया जाए। बदल रही स्थितियों पर भारत और अंतरराष्ट्रीय समुदाय को नजर रखनी होगी और सचेत रहना होगा।
